Policy Leakage or Policy Benefit? Spatial Spillovers from Conservation Policies in Common Property Resources

Voluntary, incentive-based policies are often offered to resource users address the overexploitation of common property resources. Spillovers from these have important implications for policy effectiveness. Considering different externalities that can affect producers’ irrigation decisions, we investigate whether permanently retiring groundwater rights impacts use among active neighboring users. We find enrollment in retirement program causes wells initially pump less on average. However, water reductions only temporary, due relative increases stock levels over time. The results imply retire may conserve more than anticipated short term, but, time, higher stocks could lead leakage. also present evidence decrease is driven by shared stock.
